CEFR stands for Common European Framework of Reference for Languages. It's a framework created in Europe to help people understand how different languages fit together, what they mean and how they're related. It's also a way to measure your language skills and get an idea of where you are about other people who speak the same language.
It depends on how much time you're willing to put into it. If you're just looking to learn the basics, it should take around 1-2 months to master the basics of English. It is just enough to start but not enough to have a whole conversation. If you want to speak English fluently, with no accent, and in your own words, then it'll take about a year or two to study every day. You'll need about two hours of practice daily for this long-term goal.
You're not going to get a certificate just for using the resources regularly. You'll get one when you complete a course or win a competition!
